These included advocating for stronger inter-sectoral coordination mechanisms, establishing a unified national portal for medical tourism, developing location-specific service packages, and conducting precise evaluations of Vietnam’s potential and competitive advantages within the context of global integration. Hospitals and travel companies also put forth several practical solutions, such as:

  • Establishing a Linkage Model: Creating seamless operational connections between medical facilities and tourism enterprises to offer integrated services.
  • Enhancing Pricing Policies for Traditional Medical Services: Revisiting and potentially standardizing pricing for traditional medicine to ensure competitiveness and transparency for international patients.
  • Promoting Specialized Personnel Training: Investing in the education and skill development of professionals specifically for the medical tourism sector, covering both clinical and hospitality aspects.

Leadership Directives for a Robust Future

Concluding the session, Deputy Minister Tran Van Thuan expressed his sincere gratitude to all delegates for their participation and the wealth of insightful and practical contributions, which will undeniably aid the Gesundheitsministerium in advancing the medical tourism development project. In his directives, the Deputy Minister instructed the editorial committee to thoroughly incorporate the feedback received during the meeting, with particular emphasis on the pivotal role of communication. He stressed that effective communication must be recognized as a cornerstone strategy for enhancing the image of Vietnamese healthcare and attracting both domestic and international patients. Furthermore, the Deputy Minister proposed organizing a national-level conference soon after the draft’s completion to gather additional input from relevant ministries, agencies, and units, thereby ensuring the draft is fully refined before its submission to the competent authority.

During the project development process, it is imperative to clearly delineate responsibilities among ministries and agencies. The Ministerium für öffentliche Sicherheit, for instance, is tasked with a critical role in streamlining immigration procedures and facilitating visa issuance for international patients, a key component of patient travel. The Deputy Minister also directed relevant departments within the Ministerium für Kultur, Sport und Tourismus, in coordination with the Abteilung für medizinische Untersuchung und Behandlungsmanagement of the Gesundheitsministerium, to continue their collaboration with hospitals and tour operators. The objective is to develop practical service packages and products for relaxation, healthcare, and traditional healing methods, catering to diverse groups of tourists. This expanded focus will include not only international tourists but also overseas Vietnamese and domestic tourists. Both departments are expected to organize a nationwide workshop promptly to solicit opinions from ministries, industry representatives, local authorities, hospitals, associations, and tourism businesses.

Additionally, the Deputy Minister urged specialized units, particularly the Abteilung für medizinische Untersuchung und Behandlungsmanagement, to work closely with medical facilities in developing medical examination and treatment packages integrated with tourism. These offerings must guarantee feasibility, effectiveness, and strong appeal for service users. Beyond attracting international tourists and overseas Vietnamese, the Deputy Minister emphasized the necessity of expanding the target audience to include domestic citizens who seek to combine relaxation, tourism, and healthcare.

Regarding the implementation timeline, the Deputy Minister proposed initiating a pilot program in select locations and healthcare facilities that meet the necessary prerequisites. This phased approach, before a nationwide rollout, is designed to ensure effectiveness and sustainability. Finally, he called upon the responsible entities to urgently finalize the project proposal and submit it to the government in the second quarter, no later than June of this year.
